What is Community Planning and why is it important?


Community Planning is a process whereby a local authority and other local agencies including community, voluntary, public and private sector organisations come together to develop and implement a shared vision for promoting the well being of the area. We are all customers of the public sector, whether we are borrowing a book from the local library, visiting a GP or reporting a crime to the Police. In the past, the service providers acted mainly on their own when planning and delivering services to the public. Community Planning has been subdivided into 5 key themes; Greener, Smarter, Healthier, Safer and Stronger, and Wealthier and Fairer. There is also a group focusing on Community Engagement.   Multi-agency Theme Groups meet to address issues within each of these themes. 

 

What is the Voluntary Sector Partnership Moray and how does it fit in?

 

Voluntary Sector Partnership Moray (VSPM) is an independent support network of community, social enterprise, and voluntary sector organisations. Every theme group has a representative from VSPM at the table; the sector’s voice is now at the heart of community planning.  Each of our theme group representatives is eager to hear about the issues groups and organisations face and also to communicate back to the sector from the community planning process.

In October 2006 Moray Community Planning Partnership (MCPP) published an agreement between partners and the voluntary sector, known as the Moray Compact. The Compact sets out how they will all work in partnership for the benefit of the wider public good. Since the Moray Compact’s publication, understanding of the voluntary sector’s role has developed, with the sector seeing itself represented within various strategic partnerships.

The two main bodies representing the sector at a strategic level to date are Moray Voluntary Service Organisation (MVSO) and Volunteer Centre Moray (VCM). MVSO are acknowledged, by partners, organisations and service users, to be the primary focal point for general voluntary sector issues. VCM exists as an enabling service for volunteering to take place throughout Moray. There is a perceived expectation that MVSO and VCM are the authoritative voice of the sector. However, both organisations are only two voices which are not always best placed to represent the whole sector on every issue.

The weakness in the current arrangements therefore stems from the fact that there exists a wide range of voluntary sector viewpoints that are not adequately expressed. A huge majority of current arrangements are ad-hoc and do not best represent the sector. Conscious of this, early 2008 saw MVSO and VCM developing in-house ideas for forums involving a wide range of stakeholder representatives.

The introduction in November 2007 of the Concordat between Scottish Government and local authorities has brought a new impetus to joint working between local voluntary infrastructure organisations. The Concordat and the associated development of Single Outcome Agreements (SOAs), places responsibility for decisions on local delivery clearly at the local level.

The effective contribution of the voluntary sector to the delivery and design of local services will require a local infrastructure to support connection and communication with Community Planning and Council infrastructure. By March 2011 it is expected that there will be a coherent, fit for purpose, local infrastructure that meets the needs of Local Authorities, Community Planning Partnerships (CPP) and the Voluntary Sector, which has been developed in partnership.).

Following consultation with the voluntary sector and other stakeholders between Summer 2008 & June 2009, the Boards of Moray Voluntary Service Organisation (MVSO) and The Volunteer Centre Moray (VCM), agreed on a VSPM model which gained Moray CPP approval in May 2009.

The VSPM’s aim is to benefit organisations by:

·     Giving us a collective and stronger voice

·     Addressing issues around changes to the way we will be funded in the future

·     Telling others how valuable we are as a sector in delivering local services

·     Sharing resources thereby increasing sustainability

·     Working in better partnership with external agencies

·     Working effectively together

·     Reducing isolation as individual organisations

·     Demonstrating the value of the work of voluntary organisations to the local economy

·     Contributing more effectively to Community Planning

Last year MVSO sent out a questionnaire about setting up a Voluntary Sector Forum in Moray. The Forum is about the voluntary and community sector working together by facilitating networking between its members so that they share experience, expertise, resources and good practice in order to respond collectively to issues affecting Moray.

Since then, MVSO, Volunteer Centre Moray and others have been working hard to progress the idea. The Voluntary Sector Forum has now become the Voluntary Sector Partnership Moray (VSPM) and as the idea has developed over the last few months it has been decided that a further mandate from the voluntary and community sector in Moray is required.

A booklet
has now been produced to bring you up-to-date as the VSPM concept has evolved significantly over the last few months. Your participation is extremely important as one of the main aims of the VSPM is to ensure that the voluntary and community sector perspective is included alongside the public and private sectors when decisions are made which affect the people of Moray. There is an opportunity in the booklet to provide feedback about your views on the VSPM; we would appreciate it if you could take a few moments to complete and return this.
